Main Street Outdoor Refreshment Area (MORA)

This initiative is intended to enhance the downtown experience for residents and visitors while supporting local businesses and encouraging activity in a safe, welcoming environment. What is MORA?

The Main Street Outdoor Refreshment Area (MORA) is a designated public area where alcoholic beverages can be legally consumed outdoors.

What MORA Allows

Licensed liquor establishments within the designated area may sell alcoholic beverages that can be carried outside of their establishments in specifically marked cups.

Rules

  1. MORA cups are permitted daily from 11 AM to 10 PM
  2. Cups may not be taken into another participating liquor establishment
  3. Cups must remain within the posted MORA boundary signage

MORA Boundaries

The MORA runs along Main Street (SR 163) from Clemons Street to Gilbert Street. Boundary signage is posted throughout the area. MORA beverages must remain within these limits and are not permitted in areas such as the Kelleys Island Ferry property or James Park.

What is a MORA-Friendly Business?

A “MORA-friendly” business is located within the MORA boundaries but does not hold a liquor permit. These businesses may choose to display a MORA-friendly sign, indicating that customers may enter with a MORA cup.

  1. Can I walk anywhere with my MORA cup?

No. You must remain within the designated MORA boundaries. The MORA runs along Main Street (SR 163) from Clemons Street to Gilbert Street. Leaving the area with an alcoholic beverage is a violation of State of Ohio and Village of Marblehead open container laws. MORA cups are not permitted in areas outside the boundaries, including the Kelleys Island Ferry property or James Park.

No. Once a MORA cup leaves a business, it must be finished and discarded before entering any establishment other than a MORA-friendly business. This includes returning to the original location or entering another liquor-permitted establishment.

No. Cups must be discarded before entering another participating establishment.

  1. What types of alcoholic beverages are allowed in a MORA cup?

Beer, wine, and liquor are all permitted, as long as they are purchased from a participating business.

  1. Can I bring my own alcohol and pour it into a MORA cup?

No. Only beverages purchased from participating businesses are allowed. Outside alcohol, cans, and glass bottles are not permitted within the MORA boundaries.
